This picture got me curious, so I looked it up and... to my understanding, Tai Gong Wang should not be here, as it's never been officially confirmed, that he's a Grand Servant. He just proclaimed that himself.
As for why Altria Caster is here... Maybe there's a story-reason for it in LB6? Something to do with Merlin, if I had to guess? I don't know (yet) and would rather not see detailed, definitive story-spoilers. I don't think she's being mentioned in any of the Grand Servant articles and lists I've found. But seeing how Tezcatlipoca was already mentioned in all of them, Altria should've been mentioned as well for sure, if she was one. So yeah, no idea what the artist was thinking.
If they just wanted "Grand 7" they could've gone for Noah, Solomon or even ORT Xibalba.
The picture looks very good, don't get me wrong. The idea behind it just seems... flawed.
Edit: Another thing to note about Tai Gong Wang: He's in the permanent summoning pool. They would never add a Servant who actually held the title of Grand to the general summoning pool.
