Well, to be honest, she has way too many similarities with Diluc and not even the first in an element like Tighnari. While this might have been a move to make sure a well liked character easier to get, having her put in the permanent gacha really does make her feel cheaper somehow. And most people don't pull the permanent gacha by paying primos in the first place.
