I’m assuming Misato was putting the moves on Shinji but they got caught.

Shinji's already got Rei and Asuka in this universe pregnant so apparently the boy just can't keep it in his pants as he moves on to Misato.

Seeing the smoke coming out of the apartment in the previous pic, my guess is that Asuka burned down Misato's apartment and was looking for her and Shinji to finish the job.
