Not in touhou, where it's specifically stated that as long as her head remains intact, a vampire can regenerate the injury.

Youkai in Touhou can regenerate even if 'separated into five pieces'. Presumably that remains true even if the pieces are shipped elsewhere.

Remilia will defiantly generate, unless Flan chooses to put a piece of garlic in Remi's mouth and then stab her skull on a pike. And even then I think you still need to burn the rest of the body and throw the ashes over holy grounds to defiantly perma-kill her.
