Couldn't figure out the deal with those arrows.

I think the arrows are rising and falling intonation. I've seen a few NicoVideo comments using it, I think. I could be wrong, though.

The "arrows" you mention are an "i" katakana character.
So it's some kind of "Iiiiiiiii~" sound, I guess.
