I doubt the SDM would seriously fall for it. Remilia considers Reimu a friend, which is more than I could say for the Moriya shrine. So normally what'd occur is that They'd say no thanks and continue on to Reimu's shrine.

This isn't "guerrilla" tactics, this is called effective advertising. If Reimu want's more worshippers she can go make her own sign. She won't of course, because she's a lazy bum, which is why she has no worshippers...

Actually it's a mixture of youkais not giving a damn about shrines, specially hers, and humans having a beef with Reimu for not wiping out of existence 90% of the youkais we love so much, even though she still solves the problems the locals have and makes sure to give enough smacking to stop them from being a nuisance for atl east 2 or 3 games.
So it isn't really her fault, but, as that famous song said, the inhabitants of gensokyo either youkai or human sure had forgot about gratefulness, since Reimu DO always go when duty (or goodies) calls.
Not to mention that potential human worshippers would be fcking scared to see the likes of Yukari and Suika hanging and freeloading at the Hakurei Shrine. The Moriya seems in good terms with the tengu and the kappa (who may donate, if it goes according to Kanako's plan). Meanwhile, the Myouren Temple seems to have it rather nice.

Even when she eventually advertises she'll be on a budget since no one donates (or even come by). Takes money to earn money!

If by "when duty calls" you mean "when the problem becomes too large to ignore and starts actively affecting her ability to laz around doing nothing." Then sure.

@Justy: People probably don't even know that Reimu solved most of the incidents. Perhaps they assume it was Marisa's work or that the incidents solved themselves.
Or maybe... Reimu was too quick and solved the incidents before anyone noticed something was wrong. If that was the case, then as far as most people were concerned there weren't any incidents in the first place.

Let's not forget that Reimu also tends to hold back her powers, so every now and then she'd concede for a beating. Besides, had she pushed herself way beyond Lunatic overkill mode, she could reach power levels that would put *cough*Yorihime*cough* to shame.

Or maybe at least the mere thought that Mima has already become a regular at Reimu's is more than enough to drive off prospective human visitors, not to mention the regular presence of a rambunctious oni and a lazy but extremely powerful youkai, the distance of the Hakurei Shrine (right near Gensokyo's very borders), and its reputation as a frequent meeting place for youkai and superhumans (like Reimu herself).

Not to mention some of us like playing Marisa, the fact that Reimu is almost invariably the most powerful playable character be darned. The Scarlet Devil ending of IN is referenced in SSIB, it's not like you can definitively say any other ending is NOT canon, and that Reimu can be definitively said to always be the resolver of every incident, or the victor of every battle.
Honestly, I tend to think that the reason that Reimu loses all her "customers", aside from having scary youkai hang out with her all the time, is that she's just a lazy, sometimes violent sharp-tongued bitch to everyone she meets and prays to a completely unknown deity, whereas if you are praying to the Moriya shrine, you can walk right up to their goddess in the street and ask her to drop some miracles your way in return for your devotion.
I mean, if a goddess walked up to you on the street, and said "hey, donate five bucks, and I'll cure your sickness / make sure your crops don't fail / make sure you ace Keine's really hard test you'll get CAVED if you fail," wouldn't you be interested?
