First, i'd like to say, i think this pic is AWESOME! now on to the criticism; Why must some artists illogically illustrate females in a sexual manner? Theirs no possible way her dress would be up against that region when the wind is blowing in the opposite direction >_>

Let me start by agreeing with your first statement: this pic is a heaping helping of awesome with some adorable on the side. However, I wouldn't call it impossible for her skirt to be like that. I won't guess at the artist's intent, but lemme take a stab at the phenomenon instead.
Imagine standing outside on a windy day while wearing a scarf, or looking at a raised flag flying in the wind. If you're familiar with windy days, then you can probably guess that the scarf/flag will not stay in an exact position for more than a moment at a time; it tends to move in a more fluid, rippling fashion. The same thing could easily happen with a skirt; with that in mind, it isn't difficult to see how her thigh could interfere with the skirt's movement as it does in this image.
