I figure there's a better than even chance Yamamoto betrayed and murdered most of them, because they were too blood-thirsty and crazy. They were wonderful if you had an enemy for them to fight. They were horrible if you didn't. Totally unsuitable for his vision of a kinder, gentler Soul Society that nobly serves in it's function to protect and govern the flow of souls between the different worlds.
That is as bad as SS is in the current year, it could have and likely was *much worse* in the past.
