I think that Asuka is doing the classic prank of pulling someone from their underwear. (Shinji is on his tiptoes as if something is holding him up)

My best guess is that Misato is getting arrested because of inappropriate relations with the students and Asuka is bullying Shinji, either cause of Misato or cause Asuka’s just being herself.

Asuka looks kinda dead inside as she holds up Shinji's underwear. That dosen't feel like "Asuka just being herself" to me.
