This apparently seems to be the OC of artist チェ・ロ, based on the title of this piece on Pixiv being ラスコーリニコワ連邦元帥 according to SauceNAO. Looking her up leads you to these twoposts, revealing her to have been made for Hakoniwa Shokoku (which appears to be a more RP-esque version of Hakoniwa Shotou), and the latter post even namedrops the artist of this post.
