Well, it's not in FES, And I doubt it's in P3P. Both because:
A) I doubt there's actually 99 quests
B) Those stats are a little overboard
C) It takes FOREVER to level a persona to 100.

You're all silly, but just to clarify:
Good joke on the stats and the quest to get the item.
Highest evade in P3P, if I remember correctly, is 140-170.
