If Sakuya and Patchy are already going at it Patchy had better not let Sakuya get to near and turn it into a CQB or she might be totally screwed. Not to mention Sakuya's "Time" abilites.
You can't overlook the facts that Meiling on average only takes the knives because she herself is aware that she most likely deserved it. And also even though Sakuya out ranks her, Meiling is said to be more powerful. It's just that her personallity and her never going completely serious makes her often seem like a joke and sometimes forget the fact she IS a youkai.

Not to mention that she's really just not very good at Danmaku in the first place apparently.
Meiling is a physical powerhouse. She could snap Sakuya in half with one hand... IF she gets within arm's reach. Sakuya is doomed if this becomes CQC but in a battle of hax she could win without lifting a finger.
Could easily go to Meiling here, though. She's the one with underdog status, which we all know is capable of beating even dragonhax.

People say its cannon. If they are right, I'm not certain. Although a part believes that is very likely. Counting my early comment I to ask if you really think that Meiling is what she appears to be? Her skill to use ki and martial training, when you think about it that's not very impressive since a human could do the same (but not the same at the same time), this could mean that what ever kind/type/species of youkai she is isn't very powerful or have any kind of special ability. Another way of viewing it is her true powers are so powerful and or destructive that... well think Flandre.

part of it is the way she's described in PMiSS (which says that her skills lie solely in martial arts and she doesn't have any unusual yokai powers or weak points, and the only way to beat her is in a timed match with a full assault), and part of is from a couple lines from UNL:
Meiling beats Sakyua: I'm always just going easy, you see? I won't go easy on you in an official duel.
combined they imply that Meiling can kick ass when she really gets serious, regardless of who it is. altogether she is really out of place as a fighter among a cast of ranged danmaku users

UNL Win quotes imply that Meiling can beat down Sakuya easily. She just doesn't bother doing it since there isnt any Formal Duel between them (that, or its because she's outranked)

I'm thinking it's cause Sakuya can stop time. The first chance she gets when Meiling decides to get antsy, Knives. Knives EVERYWHERE.

Just so you know, none of that is canon. It's all fan based. Meiling is said to be rather good at her job. The only people whom she hasn't been able to stop are Marisa, the Three Mischievous Fairies (thanks to their stealth abilities) and Reimu (since she has permission to enter. If anything, Sakuya treats Meiling rather well.
