If we consider 'school uniforms' as the culture in question, this spread is the 'extremities', ie a single article of clothing. Alone, unrecognizable save perhaps for the skirt and ribbon, but arranged like this we recognize it as a deconstructed outfit.

The title of the commentary is "Shinshuujin no hitotsu nokoshi", roughly translates to "The people of Shinshuu (the current Nagano prefecture) leaves behind one", referring to when Shinshuu people eat, they always leave the last bite of the dish for other people, showing their reserved and giving nature. The artist comments that this kind of nature is Japanese culture at its finest.
The picture is a parody of this saying, showing how each girl only has one article of clothing on them from what I assume to be the same set, given the similarity of the bra and panties and the whole set combining to be a full school uniform.
