Well I'm just running off the fact that Alice has been an extra boss before, and has had the playable character role more. Either way, strength never really seems to be too canon in Touhou.

If SWR has any say in this, then Alice will completely > China.

True enough. The games (going by stage bosses) Alice wins but at the same time Perfect Memento throws a wrench into that. Generally I don't get the impression that Alice is really any stronger (or at least significantly stronger) then Meiling.

Assuming her dolls are not using melee too. Also it is like Unthinkable rules, not SWR (as those were so broken)
