it is an official game because it was licensed by Team Shanghai Alice, very different from any other average fangame, but it is non-canonical since it has absolutely nothing to do with and contributes nothing to the plot of the game made by ZUN.

None of which changes that okamisty is just as unofficial as it's always been. All being licensed by means is they got permission to do business. It's only one step above being an unauthorized fan game (which ZUN allows under certain rules). By all accounts, it's still a fan design appearing in a fan game, with still no official recognition by anything ZUN has been involved with.
