That is luffy with nami, but in this case there is two thing very wrong about this. One is Nami's breast...its too small. Second is, Luffy X Nami is No no, there can only be BOA HANCOCK.

I would say, that her breasts look good.
Also i think Luffy is just too naive, to be at least with one of the girls :)
