The ones with most art are the older ones (Belfast, Eugen, Akagi, Bremerton, Taihou, etc) the newer characters tend to struggle a lot to gain that much traction baring some exceptions like Mogador (and that's cuz she like 5 different fetishes under a cloak )

Greatest problem in Azur Lane is the delay between events. As it pumps like a baking cookies as often compare to... meh. That prevents enough time for people to absorb to liking the new girls and some just liking certain ones.
Then there are the old members that being a mainstay since day 1 and remain relevant till now. (same problem elsewhere too lol)
