remember I said "dealing" with Utsuho, not being close to her. Cirno was in the reactor while fighting against miss miniature suns, Utsuho using her full powers to purge the reactor.
Sure Achichirno may give off heat but Cirno gives us cold in the same amounts, Cirno shouldn't be bothered by it, especially if none of them are using their powers at the moment.
Is it canonical that she actually does radiate cold? Seems fanart has it one way or the other, but I don't know for sure.
She at least has the ability to manipulate cold air--she could easily at least BATTLE the heat Achicirno gives off. They'd have a rather amusing battle with the air temp...
