Everything requires development. 3D models and new sound files (then again, the thought of Patchouli as a foul-mouthed Australian or Yuyuko as a Russian is strangely appealing) takes a lot more work than you'd think. There's also all the new hats they have to accommodate, since the hats were going to be redesigned for the Touhou characters,

The one thing that bugs me is what'll be done about the Camera Beard and the all-class hats. Seeing the characters with varying types of top hats would be cool.
