Because it's Keroppi, a Sanrio character. It's a fairly common practice to jokingly put censor bars over well-known characters to hide their identity.

This is a cute outfit for Kogasa - I like the idea behind it and it's done nicely.

And we now have a extra side story staring Nazrin and her attempt to save an innocent umbrella from a cosplay miko, that is if Nazrin does not fall to the temptation of having Kogasa dressed in various garb
