It's certainly a parody, although whether political cartoons count as fine art is more debatable
Well, considering the age, and thus 19th century style of that famous --- very overwrought and emotional, since dividing the political pie cartoons went back to Napoleon and in this case they weren't actually taking land as they did in Africa --- cartoon, I reckon it can be accounted Fine Art.
