It's a running joke in Genshin that Hu Tao wants to sell her services (i.e undertaker) to all people she can reach because she wanted everyone to pass away in happiness knowing that their way to afterlife will be smooth sailing. QiQi/Nana is a special case being 'maiden of resurrection' whom gets revived by collective power of Adeptis, meaning she can't die, period.
Hu Tao, being an undertaker sees Qiqi as an abnormality that needs to be 'corrected' and believed that Qiqi can't pass yet because nobody has managed to perform a burial rite 'correct' enough to put her to rest, hence she won't 'die' properly. But it was played for laugh in this series that every time Hu Tao feels down, she kidnaps Qiqi and buried her to satisfy her urge to bury people.

Wonder how Hu Tao will react to Destiny Guardians with them cheating death, ageless, and all that shebang. Baizhu and Dottore would be hella ecstatic with them immortal space magic wielding undead tho.
