No, you seem to mistake a copyright with an ownership watermark.
The biggest tip off is that this image isn't kept to a proper aspect ratio, but more importantly if this was done by anyone official it would have the Windows Jewel instead of the clover pins.

No, this is official. The Japanese version of Windows 7 Ultimate has this bundled in.

The aspect ratio is for widescreen monitors.

This is official. It was bundled with a special edition themepack that came with Win7 in Japan.
