A form that is exclusively fan-made and even lacks enough relevance to deserve its own tag. It would be an entirely different case if this was an official form, like Ultra Ego or Gohan Beast, appearing predominantly in recent manga chapters/films.
Honestly, this case is not different from something like Dragon Ball AF or Dragon Ball Multiverse. Not a good idea to start creating tags for fan made stuff, unless it gets an abnormal relevance/popularity, or meme status.
An user who wants to see posts from this specifc fan made work can just use its copyright tag and get nearly the same results as the supposed form tag. I can only see a tag for this form being useful at all if "Legend" gets way more popular here in Danbooru.
