Mokou is an immortal human.

She purges the xenos in fire.

She launches phoenixes as attacks, which with a little tweaking, could be made into 2-headed eagles.

At only 1,300 or so years old, is already a strong enough magician to be an ex-boss, and puts the vast majority of the the Living Saints to shame. In the fortieth millenium, she will be approximately 38,700 years old, and presumably her powers will only increase with time.

I doubt anyone else would fit the title Bride of the Emperor so literally. All hail the God-Empress of All Mankind.

Maybe it's a combi-weapon? Primarily flamer with a one shot melta...? Either way, she wins!
