I'm no biologician, but would an arm that disproportionately HUEG draw terminal amounts of resources from the rest of the body?
Eh...depends on the development of his heart and lungs. He's probably fine there honestly. He'd definitely have trouble standing due to top heaviness and imbalance, and develop back problems from the extreme lopsided weight.
