This is Yukiko, as in the new Persona 3 Portable version.

Persona 3 will be remaked into a PSP version, and will feature a cameo of Yukiko, who is pictured here in her younger years/or something.

Judging by the most recent video posted on the official website it looks like those sequences won't be voiced at all.
