A breed of animal who has a common issue of their eyes popping out if their sockets SHOULD NOT BE A THING.

Pugs are misery incarnate, but are happy as long as someone is paying attention to them. There's no breeding solution to fixing the pug's issues. They're baked into the breed. A pug that isn't a miserable existence is not a pug.
Only China would see fit to create such a creature.

That's the modern pug... which is very much a product of breed standards at this point. A few hundred years ago, pugs looked like more or less normal dogs. That's less on China, more breeders chasing extremes because that's what wins shows.
"Misery incarnate" applies to plenty of purebred "show" lines of many breeds, really. If you have a choice between a "working" line and the "show" line, you are likely better off with a pup from the working line.
