I'm quite sure that this is Ujiie Kirika (not sure of the name order though) from Gas Mask Girl, tags should be added.

EDIT: Tried to add the tags myself, seems I can't tag for shit though, don't have a clue to how you actually add something as a character tag (a green tag in the tag list), so I'll let someone else add the tags.
