Unless the artist makes a statement about there being two similar girls, even if she does not wear the eyeball bracelet or it isn't visible in the picture, I think we should assume this is eyeball bracelet girl. Same ribbons in the hair, same dress, and she also has the wooden sword which fkey drew her with a couple of times.
