Well she should be! Along with maybe 15 other characters. I know they didn't have enough time, but KoF somehow doesn't appeal so much without the huge roster.
Tekken's fighters are on a more human standard... The only ones that I think can even stand a chance would be Jack, Alisa and Devil Jin... and maybe the Kazamas.
Well, with logic KoF would win. But with a 3D Gameplay, as a crossover game. Tekken characters have it in a bag since special moves and projectiles never really had a place in the third dimension.

Lars (Clone or Heihachi's Son/Descent?), Bryan (Cyborg) and maybe Steve (Bionic Arm). And they could maybe give them like super strikes or something- Not like unblockables, but like projectiles...to even the playing field, but I wouldn't enjoy it much...
Tekken characters are a lot stronger than people give them credit for.
in EGM issue focusing on SSF4, Tekken's creator outright admits Street Fighter charactes would outright beat tekken characters. It's safe to assume that KoF characters would be up there.
But I don't see how they'd be able to have a Namco vs Snk or Capcom just due to the sheer gameplay differences.
Two games, one for each gameplay style. No reason a Namco vs SNK set of games couldn't be done in the same way, if the companies worked out the licensing agreements for it. Or better yet, Capcom vs Namco vs SNK.

Dont forget Yoshimitsu, he's quite strong when his sword isnt plastic (SoulCalibur has a stronger Yoshimitsu than Tekken)
