Money. I bet a disabled kid gives more money as well as perks like free health insurance and cheaper drugs. also so they can be assholes.
The question is, in what country is this set? I've noticed several Britishisms, as well as the blatant RHD car in the above, as well as I have seen on-the-dole couples that look exactly like blind girl's foster parents in the UK, so I'm leaning towards this being set here. Of course this means that they get NHS coverage which cuts the cost of most medical and drug treatments. I don't know what the foster care system is like here in the UK, but I would be surprised if there wasn't some kind of government grants involved.
However, blind girl's classroom looks more Japanese than anything from this country, and there are very few hills or slopes which makes the setting feel more US.

I wonder if it's lowkey based on Degrees of Lewdity, which has a similar vaguely UK crapsack world with vaguely maybe possibly magic stuff. The default character model also looks quite a bit like our Blind Girl and the game features a bitchy blonde bully as an antagonist(/possible love interest).
