It's not a large-scale event, it's a medium-scale event. Scales are like this: Small: 3 total maps tops Medium: 4-5 total maps Large: 6+ total maps
The devs have never strayed from this. If it was large-scale, we'd have 4 MO maps, not 3. EO is likely gonna be 2 maps instead of 1 since you gotta set up E-5 as Ten-Gou with some pre-operation stuff in E-4.
