What do you mean, 'any good given META track record'? The only META ship that doesn't count as straight upgrades are Helena META and the Terrible Sisters. Fusou/Yamashiro META is still better than their normal/retro counterpart. The only straight up 'collectible' tier METAs are Hi/Junyou META so far.
Granted, the original rarity of the original ship itself also affects the META ship, since apparently any METAmorphosed ships gain +1 rarity tier, effectively making METAs as a kind retrofit. Repulse is an Elite, meaning her META would be SR---which means there's a good chance she'll be good.

Repulse is Rare, Renown is Elite.
All Cruise METAs have barely been in the range of useable at best, and absolute garbage at worst, Yama META is the best of that group by far, and that's not saying a whole lot when the rest barely outperform their regular counterparts. Repulse would likely end up in this group. She could still be good, anything's possible, but like I said, the current track record of Cruise METAs doesn't offer much hope.
The OS METAs on the other hand, yes, have all been consistently great. The only one that's not at least as good as the original, if not better, is Ark META, who is good but has a really awkward kit that fails to excel in anything. I dunno what you're talking about with the terrible sisters, though, Scharn META easily outperforms her counterpart, and still manages to be the worst of the OS METAs, at least according to current testing. Gneis META however completely destroys both her original and her META sister in performance.

I haven't played Azur Lane in more than two years; I don't really care if she's garbage stat-wise, she's one of my favourite shipgirls in the game.

That's an interesting deviation from the norm, even the JP replies are surprised by it, and wondering what her rarity will be since the announcement doesn't say.
