The Sirens, or Antiochus as they're called, were already created by the time Bon Homme Richard went berserk and turned META, because they were created based off of Enterprise META/Ash/Code G, the ORIGINAL Kansen from the Origin Timeline.
All Richard's metamorphosis led to was the installation of safety locks on all subsequent Wisdom Cubes, to give a Kansen on the verge of turning META one last chance to reject the process and remain themselves. It's why Kronshtadt saw a vision of Doctor Aoste, Doctor Anzeel and Commander John Archer, because that was her Wisdom Cube's safety lock engaging.
