Cause I've read that Yuri actually has something of an obsessive crush on Yor, his older sister, and the way the mood in this picture is framed gives off very vibes that would be very appropriate in any other NTR themed piece. I know it is kind of played for laughs that Yuri may be a siscon, but he seemed to be pretty chill about her being with someone over the phone, both in the anime and the manga he ever said he would set her up with someone. which leads me to think, him being a siscon may have been tacked on at the last minute by the creator to get more laughs and material out of the story.

See, I think it's more of When Yuri said he'd set her up with someone, he was talking about someone he knew well and approved of. In which case, it could be a "It's not so bad if it's him." Situation While with Loid, this a guy he's NEVER heard of suddenly appearing and (potentially) banging the woman he cares for most, which would probably kick his existing protective instincts into an extreme
I think it’s better to deal with it on a case-by-case basis. Regardless of the actual context of the source material, I think it’s undeniable that this particular image depicts an NTR tone.
