Cause he ain't supposed to be buff :) He's big, but not because he's all hulk and muscle. Take a look at the official art (the kinda rose-colored one) that was uploaded recently, where he was standing on the far left. A lot of art has him either anime-skinny or all fit and muscular, which really isn't canonical.
