I believe game-related images are just as fine, as evident from other posts like Left 4 Dead and TF2, and the people of danbooru don't seem to mind. It's above the negatives and has a so-so amount of favs.
Just saying the terms of service state that you will not upload anything non-anime... Don't get me wrong, the image is nice looking, just something needs to be done to the terms of service to reflect these exceptions.

I'd have to say that's a matter of interpretation. Given the example the TOS presents, it seems like 'anime' might simply have been a short for "Animation" related images.
The site is obviously Japan focused as the guidelines state to upload non western art and only upload content that stays on the topic of Japan. Otherwise there would be a lot more Avatar: The last Airbender floating about.

The lack of content relating to western series is more a subject of demographic than the rules. Especially since, even if lacking numerically, the content still exists on the site. If the staff of the site don't want this content around, they can easily delete it. Heck, they can just choose to not approve it, and that's that.

You just proved yourself wrong. If the site was ONLY about japanese art/culture then there wouldnt be any Avatar fanart at all. But it obviously got approved.
If you dont think some art should belong here, obviously, the mods disagree with you.
A mod can be wrong, and rules can be contradictory, which is the only reason why I bring this up. Fanart from some Japanese artist would most likely be fine, especially if it is not in the style of western toons.
I doubt a mod is able to view all images on the site from more than 2 months ago without it being brought to their attention.
