Really, I think the bodysuit tag that's on there is the best thing we can go with. If her... bracelets(?) were out of the way her breasts would likely be bare, but I can't imagine what a bodysuit that covers only this much would be called. So in those cases I think we just use the most appropriate tag, which is already there.
Either it's actually breastless clothing or her outfit has two light-colored sections right there. The colors seem slightly different on each side of the line, so I'm thinking the latter.
