Wasn't until Marika shattered the Elden Ring that they conjoined, Greater will basically locked Marika inside Radagon because Radagon was still loyal to the outer god.

We don't know what Radagon/Marika are. We just know likely theories.
We see in the trailer/cutscene that they are switching between Marika/Radagon. With Marika trying to shatter the elden ring and Radagon trying to repair it. This means that they had to have become one before the shattering. That's also the only way others (beyond maybe Godfrey) would even know that they are one is if they were before the shattering. ↑ That alone can suggests hat they might've always been one body but two personalities with different ideals. Radagon 'having yet to become' marika could mean the reconciliation of the two personalities to become one.
But I personally like the idea that Radagon is an aspect of Marika that has returned to her. (←The thou hast yet to become me statement could also imply that). Bc he was out on the battle field and lyndell does need a ruler. For practical reasons, it would make sense for them to have been separate but that doesn't necessarily have to be true. Marika is a god, she can likely do a whole host of logically unexplainable things.
