Tbh Hokkaido dialect would just translate to California English. Both California English and Hokkaido dialect are derivatives of their standard counterparts (General American, which generally translates to Canadian and Western American English, for California English; Tokyo/Kantou Japanese for Hokkaido dialect) but with just enough distinct features to stand out on their own due to intermingling with other dialects when the region was being settled (Hokkaido dialect took features from Tohoku, Hokuriku, Niigata and Kansai dialects, and, of course, the Ainu language; California English took features from whatever settlers came there, which was all over America (Midwest, Northeast, South), and, of course, Spanish).

EDIT: There's technically two Hokkaido dialects (Inland and Coastal). Inland Hokkaido dialect is the default variant. Coastal Hokkaido dialect is considered to be a rural dialect due to the heavy Tohoku dialect influence and is spoken along the coast, particularly in the Oshima Peninsula. This can be approximated with a Central Valley (like Bakersfield) accent due to heavier influence from Southern American English because of people from the South and its peripheries (primarily Texas, Oklahoma, Missouri and Arkansas) migrating to there during the Dust Bowl.

I can't tell what kind of accent does she have. I'm guessing V4 has the Hokkaido accent English translation (don't know what exactly it's supposed to be)

Late reply since I'm only just now seeing these comments, but this wouldn't be related. For one, her voice provider is from Tokyo so she wouldn't have a Hokkaido accent. The reason Miku's English voicebank has an accent is simply because her voice provider is not fluent in English and so has a Japanese accent when attempting to record English phonemes.

Plus this is just a humorous unofficial fanwork for a Miku derivative. VOCALOID Miku herself doesn't have any official accents or dialects, other than Snow Miku who occasionally uses Hokkaido dialect words in announcements.
