The skin is apparently called 'Bon Voyage', though I don't know what event it's part of (it isn't showing as available to buy on the EN client at the moment).

It's part of the cruise pass system, if you buy the next season pass you'll get the skin as a reward for one of the season missions.

It's in the next Cruise Pass, obtainable like the Colorado and etc. skins (most recent is Columbia)
