I would say it's pretty similar to Bernkastel, though I have doubts (especially with the headband). But it's totally a goth dress with matching all three in style.
Yeah, Bern was one of my guesses. Along with Suigintou, Kobato, Yukimi, Shizuku-tan, Renne... basically anyone my brain would immediately jump to for that type of clothing. None of them fit exactly, though, so I'm at a loss.

My mind went to Shimada Alice from Girls und Panzer, but that doesn't quite fit either.
The Japanese comments also seem to be at a loss, someone suggesting Sora from Ryuuou no Oshigoto, but again the frills aren't right for that...
