From what monster and what are its stats?

Taking info from the Korean site, it's a 1st year anniversary special item. Bought, not crafted, as far as I can tell. The one depicted here is the one you'll see in the center. (There is a fire variant to the left, and a staff-shaped thunder LS to the right.)

Initial stats are Raw 210, Ice 250, Affinity 5%, and 1 slot. After a certain condition which I am not able to discern due to lack of game/system context, the maximum upgraded stats are Raw 322, Ice 400, Affinity 25%, and still one slot.

And by bought, I mean from the online store, not in-game.

you get it from signing up using a visa credit card on the Korean version of MHFrontier.

Thankfully, the stats aren't too game-breaking, unlike most premium itmes in other MMOs.
