Brazil? The starter's names has spanish in them, like Sprigatito = Sprig + Gatito (kitty), Fuecoco = Fuego (flame) + Cocodillo (Crocodile).
As for the duck Quaxly, nobody guessed yet the second part, but some said it's related to Don Quaxiote, making the final evo Steel/Water.

Edit: Pokemon Reddit seems to agree it's based on Spain.

Someone made comparisons of the in-game landmarks with real-life Spanish buildings

Also, I keep having this feeling one of the movies has similar architecture, but couldn't remember which one exactly.

True, but that was mostly Greek architecture.

Brazil don't speak spanish, we have our own brand of portuguese here.

The outfit reminds me of Spanish conquistadores and such. And it's clearly Spain-influenced in names and architecture.
