Surreal as his comics are, there's usually *some* rationale behind the punchline. I'm having a hard time figuring out why Tsukasa in Mickey ears makes Konata's eyes burn though.

I see many ways for this to be interpreted.

The fact that Disney is one of the West's answers to anime is one, as well as a possible reference to their long-time forsaken hand-drawn animation department.
Perhaps it's just a reference to Japan's copyright laws.
