Is there a pool for sages managing Gensokyo? The closest I could find is Sages of Gensokyo but it seems like all 3 need to be present for an image to apply to that pool.

Don't think so. Perhaps something like "Touhou - Sages doing their job" might work.
But it may be a too niche for even a pool. The overwhelming majority of art is either them goofing off, lazing around, trolling, or posing. Few in the fandom seem to care about their job descriptions. :/
May the pool title could be "Touhou - Sages actually doing their job" in light of that, if there enough enough images to qualify.
