Hard to tell, after her confrontation with M16 in the western tower, which she was greatly outclassed despite getting Nyto modifications, she just accepted her loss there and let M16 go as the area she was guarding was a false lead on Ange's location and that she was actually located in the Eastern tower where RO was headed. Her main goal when fighting M16 was to record her combat data and send it to Nemhran. As for the latter question, whether Pandora (RPK-16) got what she wanted or not, doesn't really have a solid answer, but if you ask me, its all crap and she has some other goal in mind.

i think she's half nyto, at least she said her modification isnt complete yet
