I'll be the class nerd again; Most guns do infact work under-water, the only problem is that most of them will only fire once, as the all the water stops the bullet casing from being properly ejected from the gun, jamming it. There are a number of guns specially designed for use underwater, the cutlass may be one of those, considering how much time Revy and the lagoon company spend out at sea for missions.
Hm. Why is it jamming? There still should be some gases pressure in the barrel during extraction, isn't it? And, besides, casing is hardly holded by extractor.

And not to mention bullets have shit-all distance underwater. Actually, I only know they don't go far when fired in from above water, but I highly doubt they have much momentum while fired IN the water.
