um, isn't this a parody of Lupin III? Goemon, Lupin, Jigen, and Fujiko? I don't see it in the tags. I'm putting them in unless anyone is correcting me.
Actually I think tobi has the best look in this one.

It is even though he changed his facial a lot you can see him with kisame in the other artist's works.

I tagged it as Itachi because a good 95% of Lily's work features him and he also has long hair and black painted finger nails like the rest of Akatsuki. Sasuke has neither of those.
Considering the other three people in the image are from Akatsuki, its only logical to assume the fourth is Itachi.

That last piece of logic doesn't work since Sasuke was also with Akatsuki for a while.
Definetly doesn't look anything like Itachi at all. If the artist intended it so, shame on him/her. The face structure is way off, not to mention the sword is definetly Sasuke's. Pain and Konan go hand in hand as do Sasuke and(spoiler................................................................................................................) Madara (Tobi)do. Itachi and Madara have relations, but not on the level that Sasuke and Madara do currently.
